Renames `SEQ_GAS_PER_BLOCK_ALLOCATION_MULTIPLIER` →
`SEQ_PER_BLOCK_ALLOCATION_MULTIPLIER` (and the corresponding
`gasPerBlockAllocationMultiplier` config field to
`perBlockAllocationMultiplier`), since the multiplier now applies to
per-block tx limits as well, not just gas.

Renames `SEQ_GAS_PER_BLOCK_ALLOCATION_MULTIPLIER` →
`SEQ_PER_BLOCK_ALLOCATION_MULTIPLIER` (and the corresponding config

not just gas.

Conflicts in changelog and validator README resolved by keeping both the
rename and new v4 content.
